There are many ways to improve your communication skills, though some people do choose some short term courses of English speaking and PD, etc., but perhaps they forget that communication is not a short term process only. It goes on until we exist on this planet Earth.
Basically what i mean to convey is that it is an ongoing process and there are some ways i am listing for you, choose whichever are feasible:
-- Have an English newspaper on a daily basis and read the detailed news articles and not just the headings. Take any TOI, HT, Tribune, etc.
-- The above thing will improve your fluency and enhance your vocab , as you will find some daily to use words therein. Except above method, the other recommended way is to read weekly and/or monthly english magazines as they will add to your vocab, the daily to use words in social life.
-- Also you can have some Word Cards from the market and try learning and using them on a regular basis viz. 5 cards a day.
Remember it is on going process and no one is perfect, so work on the fluency and vocab in parallel.
You will soon find yourself with a better hold on this language in the days to come.

I really do not see a problem for you to take up actuaries as a career. Maths in Actuaries is of level of 10th mostly than that of 12th or other wise but before taking up actuaries, you need to be sure of your choice and that you can make out only on the basis of analyzing your interest intend and career aspirations.
