GRE, is a test which need to be taken by all the student who wish to pursue MS in engineering or technology related courses in USA.GRE is of 1600 marks and generally all the good universities requires a score of 1200-1400 plus in GRE.
It is always advisable to give GRE at least a year in advance of your planned admission intake so that you can get enough time for preparation.
You can get yourself enrolled in coaching institutes which provides coaching for GRE exam, Princeton Review is one of the good institute which provides coaching for GRE.

The eligibility to appear for NET Examination is a Masters degree with 55% aggregate marks through a recognized University. If you fit the bill as in if you have a Masters degree with 55% then you can go ahead.
This Examination would be conducted twice a year, i.e., in the months of June and December and the notifications announcing the examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News.

Although, you can apply for your PhD after a Masters programme in the related field in which you have done your Masters, but I think at this stage NET would be better as with good NET score you can straight away get to the position of Lecturer and after few years you can plan for your PhD as to get to the professors level in teaching which would require you to have good 6-7 Years of work experience as well.

If you doing a degree course then you can go for Masters and you will need to have a high score in UG for the same. you may also need to appear for GRE and TOEFL or IELTS.
