For MBA courses, you can try looking at these options.
Memorial University of Newfoundland,
University Canada West,
Universit de Sherbrooke,
Trinity Western University.
There are other universities which offer Masters of science in management courses. Those are similar to MBA but different in course structure. If you are open to that course, then you will have a lot more options of universities within your budget.

There are many institutes and business schools in Mumbai and Pune, which offers MBA courses. But, if in case you are looking to pursue MBA in banking and finance, then I would suggest you to go for Symbiosis School of Banking and Finance (SSBF).

Learning has no pros and cons. With every degree you get some more skills and knowledge. MBA is all about learning the management of people, data, things which is required in all sectors. M.Sc is for research purpose to b an expert in your field. So you can have a benefit of becoming a knowledge manager. The only downside could b if you fit into the corporate world or not as management jobs could be stressful sometimes.

Yes, I think that it would very useful if you solve old year's IIT papers. But, I also think that you should try some other questions which are related with your topics. You should also solve other entrance exams papers. It will be very useful to know which types of questions are asked in the entrance exam.

MBA is the best option rather than PGDM. If you are expecting good placement then surely MBA would help you because PGDM is just a Diploma and MBA is a Masters degree itself. So, you can go for MBA.
