Firstly, check university specific entry requirements and admission deadlines, you can check DAAD India website. Take the IELTS. If you are planning for undergraduate studies you may need to take the TestDaf for German language proficiency. Applications are submitted through the common application portal called university-Assist. Check this portal to know about the application requirements. Remember, German universities are extremely competitive.

Yes, you can sit for CAT. Since you are an Arts Graduate, it would be better, if you join coaching classes for CAT preparation, and try and take a lot of mock tests to sharpen your skills in the various subjects on which questions are asked at CAT. CAT generally has three sections. Quantitative Aptitude, Verbal, Data Interpretation and logical Reasoning.
