Graduation courses through regular mode have an age limitation. If you have not crossed the required age, you can apply for the regular course. Else, a regular Diploma or distance graduation would be the only option.

Yes, you can think of doing engineering or B.Tech via distance education mode after completion of your Diploma. I am attaching a link that will give you information regarding different Institutions or colleges awarding engineering degree via distance education method. Many of these institutions allow lateral admission into second year also for Diploma holders who have studied for 3 years. For this you will have to see the webpage of your intended University and see what they are saying about this. I feel there should be no problem for you. Best wishes to your endeavour of obtaining B.Tech degree via distance mode.

Indian national as well as foreign national are eligible for JAM. Candidates applying for JAM should have Bachelor's degree, as a qualifying examination degree. The qualifying examination must be passed with minimum 55% aggregate marks (in all subjects including Languages and Subsidiaries, all years combined) without rounding off.
