Skills in German language are not necessary to study in Germany. The assessment as you rightly know is based on UG scores and GRE to some extent. Some knowledge of German will be beneficial if you would like to interact with your fellow German classmates and find part time jobs.

Hi,
To pursue PHD in Canada in the field of mechanical engineering, you have to take the GRE and IELTS. I assume you have quality work experience. If you can score above 1400 in the GRE, there is a possibility that you might make it to the top universities. Some examples of such top universities are: University of Alberta, University of British Columbia, University of Victoria, University of Toronto.
There are plenty of scholarship schemes available. Most universities would offer atleast 15,000-20,000 CAD per annum for upto 4 years. Other than this, there are plenty teaching assistantships, fellowships and grants available.

ICRI accenture Pharmacovigilance course is formulated by the ICRI that means the some employee from accenture will be the guest faculty in ICRI. There is no guarantee of job after completion of this course. But yes there is guarantee if you have the good knowledge of clinical research. Accenture is not restricted to hire the students from the ICRI, they are recruiting the candidate from other institute also because they want the quality.

Pratik you really need to diagnose the reasons for so much decline in your marks if the reasons are not not quite obvious to you, so that you can prevent those happening again. You have not mentioned your subjects. Admission to any good college would be extremely difficult with such low marks specially if you have science subjects. You may take any subject in the Humanities stream (Arts subject) or take up any vocational course like technical training.

As Ms. Renu has mentioned in her answer, admission is not only on the basis of GRE score. There are various factors involved in the admission process like your UG percentage which is given alot of preference(Atleast 75% and above recommended), your GRE score(1400+ recommended), your statement of purpose in which you express your views to the university as to why they should admit you as well as your Letters of Recommendations. All these factors are taken into consideration before granting a student admission. Although there are no such patterns defined to be followed to prepare for the exam but then it is your conviction and hard work that are the biggest factors that shall affect the most. You should gather complete curriculum and study material for this purpose and start preparing from the start. Civil services is one of the most competitive national exams and evaluation is done on various aspects like your optional subject, English, language, General studies etc.
Coaching centers are quite helpful is preparing the student by providing the exam patterns, marking system knowledge, bringing in the needed competitiveness etc.

Uma, What exactly is the question about IAS? To get into IAS one needs to appear for UPSC prelims exam, clear it and then sit for the mains and after clearing the same there is a tought interview process. The Prelims for this year is going to be held in June 2011 and one can apply for it till 20th March 2011.
