To pursue PHD in Canada in the field of mechanical engineering, you have to take the GRE and IELTS. I assume you have quality work experience. If you can score above 1400 in the GRE, there is a possibility that you might make it to the top universities. Some examples of such top universities are: University of Alberta, University of British Columbia, University of Victoria, University of Toronto.
There are plenty of scholarship schemes available. Most universities would offer atleast 15,000-20,000 CAD per annum for upto 4 years. Other than this, there are plenty teaching assistantships, fellowships and grants available.

As Ms. Renu has mentioned in her answer, admission is not only on the basis of GRE score. There are various factors involved in the admission process like your UG percentage which is given alot of preference(Atleast 75% and above recommended), your GRE score(1400+ recommended), your statement of purpose in which you express your views to the university as to why they should admit you as well as your Letters of Recommendations. All these factors are taken into consideration before granting a student admission. LOR's and SOP's are so important that if a student has over 90% in his UG, has 1500+ GRE score and has other very impressive

Although there are no such patterns defined to be followed to prepare for the exam but then it is your conviction and hard work that are the biggest factors that shall affect the most. You should gather complete curriculum and study material for this purpose and start preparing from the start. Civil services is one of the most competitive national exams and evaluation is done on various aspects like your optional subject, English, language, General studies etc.
Coaching centers are quite helpful is preparing the student by providing the exam patterns, marking system knowledge, bringing in the needed competitiveness etc.
