Well few qualities that a good actor should posses are, A photogenic Face, good looks, good height, attractive voice, an appealing attitude etc. If you have all these then you should first get a portfolio done and submit it in various Fashion houses, AD agencies, Studios as ADs can provide you with the right platform to enter the film industry.
Also keeping in mind your interest towards acting, I would suggest you to go for an acting course to groom your acting skills.

it may not be feasible for us to tell you accurate to which institute are the best options available as this depends on the course / specialization you are opting for and also the expected cut offs of the institutes which are unpredictable in nature.
Although applying to IITs or NITs would be a difficult but then you can always check with other institute (private institute mostly) and based on their previous scores, and making assumptions, you may apply.

Hi Sunny, a masters degree in UK costs around 12 - 13 lacs on average (tuition + living) and the duration is 1 year.
An undergrad degree in UK costs around 9 - 10 lacs average (tuiiton+living) and the duration is 3 years

As IAS is a tough nut to crack advisable would be that you should start your preparation as early as possible, and should opt for coaching institute rather then doing self study.
