Well both 3years and 4 years degree courses are of same level but in different fields, like 3 years courses are more in Commerce/ Arts based courses and in Science these are limited to a few like BCA, BSc etc.
4 year courses are mostly available in the Engineering and Technology field like B.tech and B.E courses.
Honors courses are not available in all the courses and is more seen in core streams of B.A and B.Sc, yet may differ from one institute to another.

On this the opinion may vary from person to person. Although, Open University Education is very much valid in India but according to me a graduation degree without completing your 12th would not fetch you great job opportunities & may pose problems if you want to go for higher studies and also to get to the higher positions. So I would suggest you to complete your 12th through open Schooling i.e. through NIOS.
Hope this will be of help. Feel free to put up more queries. In case your query is resolved please close this question by choosing it as a best answer or pressing the thumbs up icon.
