Although, every University/ Institute will have its own admission criteria but most of the good Universities like Delhi University would accept your application only after you have completed your graduation degree with minimum of 50% marks.

For which course and at what level? Bachelors or Masters?
Usually, atleast 75% and above are required in class 12th for a bachelors course and atleast 60% and above are required for a Masters course.

There are two aspects of Video Editing. First one is technique and the other one is art. If you are working in a news channel then I think you must be well versed with technique part of it. As far as art is concerned you can learn it by assisting a good fiction editor in your free time. If you are working in a good channel then spending money in an institute is not a good option.

I would say, if you want to enhance your English speaking skills, a correspondence programme would not be of any use, as correspondence programme would not give you a platform where you can interact with your faculty, your classmates, which is the real booster to develop the skill.
However, apart from joining classes I would also suggest you to start reading as much as possible, read newspapers, & different novels, listen to news channels etc. this will help you to a great extent to enhance your language skills.
