Hi Akash,
There are several colleges under Delhi University and to give you the details of cutoffs of all the colleges would not be possible, moreover it would be hard to get into top rung colleges like St. Stephen's, DCAC etc. with 70% aggregate marks. So I would suggest you to do try for Delhi University colleges but for a back up do apply to Punjab University and if you get admission in a even in a second tier Delhi University College go ahead as that would hold better value than Punjab University.

Hi Vikas,
To get into any Engineering colleges you need to appear for various Entrance Examinations like AIEEE, IITJEE, and other state level Examination and then on the basis of the ranking you get you can choose your Institutes. As you have a decent Score i.e neither very high nor very low, so if you get a good ranking in your Entrance Examinations you would be able to get into a good B.Tech College.

Although, as far as I know you would not be able to practice Law with a part time LLB degree as the Bar Council of India allows only those to practice law who have full time degree. However, few of the universities which you may consider are: National Law School in Bangalore, Cochin University, etc.
