Hi Akash,
There are several colleges under Delhi University and to give you the details of cutoffs of all the colleges would not be possible, moreover it would be hard to get into top rung colleges like St. Stephen's, DCAC etc. with 70% aggregate marks. So I would suggest you to do try for Delhi University colleges but for a back up do apply to Punjab University and if you get admission in a even in a second tier Delhi University College go ahead as that would hold better value than Punjab University.

With the information provided by you, it seems insufficient to pursue a M.Sc program, instead as you have done PGDCA, you can look for the MCA program from a well reputed institute.
