No, you are not eligible to get admission into any of the colleges under JEE counseling like NIT, IIIT, etc. You need to have atleast 75% in the board exams.

Yes, you can apply for UPSC civil services exam after completing the computer Science engineering degree. Anyone who is an Indian who possesses a Graduation degree in any discipline from a recognized university is eligible for the IAS exam. The students who are in the final year of their degree course are also eligible. You can go through the UPSC exam syllabus for civil services on its official website. But computer science is not an optional subject. UPSC has put core engineering subjects as optional. Perhaps they do not see CS as a core branch yet.
