50% seats are reserved for SC, ST, OBC and other categories. Out of other 50% part, one-third seats are reserved for girls.
Consider the example of first-year B.Tech or BE:
There are 63 seats for the first year:
3 seats are reserved for TFWS students (Tuition fees Wavier Scheme).
30 seats are reserved for SC, ST, OBC and other.
10 seats are reserved for girls.
So, for General Open category there are 20 seats for each branch of B.Tech/BE.

Yes, you can learn photography even after being a 10th passed. There are several Diplomas in photography which require 10th passed candidates as well.
