As far as I could find out, there is no concession in fees for handicapped students. There is reservation for handicapped students in admission process but not in fees.

Hello Chitralekha, Valid rank means you have scored valid marks in all papers of entrance exam and controlling authority has awarded you some rank based on your performance.

Course change after the first year is completely dependent on the college and university norms, some university allow it and some won't plus you need to have good scores in the first year to apply for the same. For further details, contact the college authorities.

You can give GMAT and apply as a foreign national.
