Hi,
UPSC examination is conducted every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.
To be eligible :
- You need to pass graduation in any field from any recognized university.
- You are eligible if you are in the final year of graduation.
- Your age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
- You must be an Indian citizen.
If you fulfill the criteria mentioned above, you may sit for the exam.

To pursue B.E. / B.Tech :
- You need to complete 12th with minimum 60% (Physics, Mathematics and Chemistry) from recognized board to join good college. However, there are colleges which take students who have scored 45% - 50%.
- You need to appear in entrance exam.
2)
Some of the colleges offering B.Tech civil engineering are :
-College of Engineering, Guindy (CEG)
-Institute of Technology - Banaras Hindu University (IT-BHU)
-Delhi Technological University
-Motilal Nehru National Institute Of Technology

I suggest you to get admission in good college , you can drop this year and prepare for JEE exam , becasue there are many engineering college but placement is not good there , they provide placement even placed student not get appointment letter many time , so if you try for good college then it will be better for your future
