The cutoff varies every year according to the number of students applying for examination and number of seats available. It would be advisable that you get in touch with college authorities/official page directly for accurate cutoff which can help you in figuring out the appropriate college.

Scholarships to study abroad are given by the universities on merit basis. Your application will be considered by default when you apply and if you have a very good profile you will have good chances. A very high GRE score will of course help.

The word best is very subjective. The individual needs vary from person to person. You have to see which institute suits your need the best!
There are a few popular ones in Bangalore such as Crackverbal and GREdge. I would recommend you to attend free workshops and Demo classes organised by these Coaching centers and see which one you like the most.
Some of the factors to keep in mind would be the Teaching Methodology, Quality of Faculty, Support Options, Course Fee and the Test Series they offer.
