Candidates must have passed 10+2 qualification in the Science stream with a minimum aggregate score of 60%, from a recognized educational Board. Admission for B.Sc Optometry course is provided to eligible candidates on the basis of performance in a relevant entrance examination, which is conducted either by the concerned institution or at the State or national level.

JOSAA and CSAB are two different bodies:
JOSAA conducts normal 7 rounds of counselling, while CSAB conducts a special round to fill the vacant seats in NIT+ system. In JOSAA your percentage must be 75 and in special round, there is a further relaxation and eligibility drops to nearly about 60%.
Visit CSAB 2018 website for exact details, as I have read it there only.
