No. First of all, SCDL is not a university and second, it is just a PG Diploma and not a PG degree. The degree must be awarded by a university or AIU must grant equivalence. AIU grants equivalence only to full time PG Diploma of 2 years of selected institutes.
2. Since you hold a Bachelors degree in Technology, you are eligible for applying for JRF only. This is because, the PGDip course is not considered equivalent to a Master's degree, which is the basic eligibility for applying for LS. They clearly said SCDL is an autonomous institute. There are a lot of other colleges in India who offer graduation in commerce or management with long history, great placement records and low tuition fees. Further if you do your graduation from any other college you stand a chance to get admission in IIMs better than IIM Indore after clearing CAT.
