The rules for changing the college vary according to university rules from time to time. So, we would suggest you to inquire from the concerned colleges and its authorities.
Generally, the procedure for college to college transfer is: apply to the Registrar in the prescribed manner for permission for such transfer prior to making the desired transfer with valid reasons for the transfer proposed. An application for a transfer shall be accompanied by
(I) Written consent of the Principal of the College in which the student is studying;
(ii) The written promise of admission from the Principal of the College which he proposes to join, together with an assurance by him that the student, if the transfer is permitted, will be able to continue in his college the course of study already commenced by the student in each subject under each part of the examination; and
(iii) A certificate of satisfactory progress and good conduct from the principal of the college he is leaving. Authority to sanction is the Vice-Chancellor. A student, who has been permitted by the Vice-Chancellor to be transferred from one College to another, shall apply for combination of the attendance earned by him in the College in which he was studying before such transfer and the attendance that he would be able to earn in the college to which he has been admitted.
(iv) Every such application shall be accompanied by a chalan receipt for the prescribed fee and shall be sent to the Registrar of the University through the Principal. If university is also changing then the course of study prescribed by the University and the degree or certificate to be awarded after the successful completion of the course shall be the same of both the universities.
(v) However, you should have a valid reason for transfer before going ahead.

* Categorically locate your areas of strength & weak areas.
* Chapter wise go through to clear your concept.
* Once you get the theory part clear, go on practising solved problems, not mechanically. Then try for unsolved problems.
* You may take help of your math teacher, friends or any seniors whom you know as used to in math.
* Mathematics is totally based on logic.So, whenever going through any solved problem, try to understand the logic behind each and every step.
* The more you practise the more will be your logical approach.
* Lastly, you may try for Khan academy Math part.Through their chapter wise short duration video lectures and then practising the exercise, you may get your concept cleared.

It is good that you have taken the initiative early. That shows your enthusiasm. Now that you have decided to take the test you must reflect the thought "Why exactly do I want to write GATE?"
There are two perspectives to that question-
1. Decent score to get a good job
2. For further studies and if you are interested in research, it will be a good start.
Since you are in your second year, try joining an institute for guidance and attend the classes. Prefer going to the crowded ones for a better GATE score and low understanding if you want an immediate job.

Go to a private tutorial who have less number of students and give more specific interest in feeding in the basics or the base of fundamental engineering. Here you will learn how things work instead of mugging up formulae.
Try searching for applications on your smart phone or laptop that keeps you updated about the exam. Believe me there are lot of such applications.
Although still in second year I wont recommend you to waste time in interesting yet not so important topics in your curriculum
Now these points that I mention will be of utmost importance.
1. Take down the syllabus of your specified course and stick to the syllabus.
2. Make sure you make one and only one notebook per subject, lets say its the fair notebook and you must keep it as a relic. Whatever you enter into this notebook should be very important points and no rough work or rubbish. Keep a rough note too to do those things.
3. Start watching videos from NPTEL. Its free and the best as far as I can go.
4. Once you start doing it enrol in a class and always attend it. Never miss a class.
5. Go slow take your time you have plenty of it.
