Both the institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option.

You could join the IAS/ IPS. However the crieterias are that a candidate must have attained 21 years and not be over 30 years on August 1 of the year of examination.
The upper age limit is relaxed in specific cases for defence officers as mentioned below:
1. upto a maximum of 3 years in the case of Defence Services personnel disabled during hostilities with foreign countries or in a disturbed area and consequently released.
2. upto a maximum of 5 years in the case of ex-servicemen including Commissioned Officers and ECOs / SSCOs who have rendered at least five years Military Service as on August 1 of the year of examination and have been released: on completion of assignment (including those whose assignment is due to be completed within one year from August 1 of the year of examination) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or on account of physical disability attributable to Military Service, or on invalidment.
3. upto a maximum of 5 years in the case of ECOs / SSCOs who have completed an initial period of assignment (5 years Military Service) as on August 1 of the year of examination and whose assignment has been extended beyond 5 years. Such candidates will have to provide a certificate from the Ministry of Defence stating that they can apply for civil employment and they will be released on a notice of 3 months, upon selection, from the date of receipt of offer of appointment.
The Indian Administrative Service is a highly competitive and a challenging career; and the procedure for getting into the IPS (Indian Police Servise) is the same as IAS. To get into the IAS, you will have to give the UPSC held Civil Services Examination. It is a common exam for getting into the IAS, IPS etc. The examination is very rigorous and time consuming and requires extensive and thorough knowledge of two subjects as well as general awareness about economy, politics and other subjects. The admission to the Diploma Engineering Courses is made through the Joint Entrance Test. Candidates who qualify the JET are eligible to apply for admission to various courses being run in the affiliated institutions of the Board. The admission to these institutions will be based on the relative merit of the candidates in the JET in their respective category. All candidates desirous of applying for admission are required to submit admission application form with the requisite fee before the last date fixed for submission of the same.
Those candidates who qualify the JET can apply for the admission to various Institutions affiliated with the Board. Admission will be purely on the inter-se-merit of JET. Candidates desirous to take admission should fill up the admission form, which is included in the prospectus. ENTRY QUALIFICATION: For Diploma (Civil, Electrical, Mechanical, ECE, Computer and IT): The Applicant must posses an aggregate of 55% in Mathematics and Science in 10 Std. from CBSE or its equivalent from a recognized Board or Institution. OR 12th Pass with 55% in Mathematics, Physics and Chemistry from a recognized Board or Institutions. ITI pass outs (who passed at least 10 level school leaving examination before admission to ITI course) & 10+2 pass (Vocational stream) candidates can apply for admission to the relevant branch.

You have not clearly mentioned whether you want to do a PG or UG.
For bachelor's degree in engineering courses in USA you need to appear for the SAT. While there is no such requirement in UK, there may be some university specific admissions test. Apply through UCAS, the common application for UK universities. Excellent academic records are preferred.
For PG courses in UK , a good bachelor's degree is the basic requirement. Although GRE is not required it is recommended. Again, there may be some university specific admissions tests. For PG Engineering courses in USA a good GRE score would be required and excellent academic records.
