You could join the IAS/ IPS. However the crieterias are that a candidate must have attained 21 years and not be over 30 years on August 1 of the year of examination.

The admission to the Diploma Engineering Courses is made through the Joint Entrance Test. Candidates who qualify the JET are eligible to apply for admission to various courses being run in the affiliated institutions of the Board. Hi Najeem,
You have not clearly mentioned whether you want to do a PG or UG.
For bachelor's degree in engineering courses in USA you need to appear for the SAT. While there is no such requirement in UK, there may be some university specific admissions test. Apply through UCAS, the common application for UK universities. Excellent academic records are preferred.
For PG courses in UK , a good bachelor's degree is the basic requirement. Although GRE is not required it is recommended. Again, there may be some university specific admissions tests. For PG Engineering courses in USA a good GRE score would be required and excellent academic rec

To pursue a B Tech programme you should have completed +2 with Physics, Chemistry and Mathematics and at least 50% aggregate, depending on the category. You must clear state/national level eligibility tests or equivalent as applicable to the institute. Alternately after the completion of a 3 year recognised polytechnic diploma fro a polytechnic college, you may clear state level lateral entry eligibility tests and opt for lateral entry admissions direct to the third semester of a B Tech programme.
