Well you can pursue B.A. in English and the eligibility for the same remains primarily to have passed your 12th and as for the minimum percentage is concerned, this may differ from one university to another, in some institutions the selection is made through an entrance test as well.

Well to pursue any graduate degree course the minimum eligibility required is a 12th pass from any discipline but as unfortunately you couldn't clear your 12th, it is least of any possibility to secure admission for a graduate program.
I would advise you to complete your 12th through a private board and based on which you can then apply for the degree courses.
