As you are planning to choose Human Resource as your field of specialisation I would suggest that you should go ahead and take up this job as this will give you an exposure to Human Resource Department and there strategies. If you are looking for a decent part time MBA program like FMS or Symbiosis you need to have around 2-3 years of work experience so I would suggest that you should work for few years and then plan a part time MBA. C Sharp.Net and DBAare two entirely different courses with noting similar to each other. C Sharp.Net is a programming language and DBA is a certificate course to become a Database Administrator.

Hi,
Since your GRE score is relatively good, i dont think you would be required to retake the TOEFL. Usually, the universities require atleast 90+ in the TOEFL. If you have score relatively good in the verbal section(Atleast above 600), i don't think the universities will ask you to retake the TOEFL. Again, this is a very much university specific question so i would recommend mailing the universities directly inquiring about the same from them.

GATE scores are of main importance at the time to pursue Masters courses in Engineering / Technology and not to get a government job. To get a government job, the selection process may differ and usually it comes along with clearing an entrance test conducted by the government body/ organization.
To get government jobs, you can seekf for information related to the vacancies available through the newspapers like the Employment News or the Rozgar.
