You can apply for the UPSC exam right now for the prelims to be held on 12th June 2011. The last date of application is 20th March. You can apply online also.You need to be less than 30 years of age if you come in the general category of students. I would suggest that you also apply for the other state PSC exams.

You would have if you had deferred your admission offer to the next semester but unfortunately you did not. Try consulting the university and ask them if they are still willing to give you a deferment. If they give you one, then it is all well and good, but if they do not, you would have to apply for admission again.

If you are interested to pursue a distance education in Psychology, in that case you can opt for the course offered by IPMS as for this the minimum eligibility is a graduate degree in any discipline.
