As a friend I would request you to think about this decision again as changing over from Engineering to Acting and singing is not at all advisable. But keeping in mind your interest towards the same I would like to give you the details.
Acting and singing are two totally different domains which belong to the same industry that is Media and Entertainment. Now as you have asked about scholarships, to the best of my knowledge I don't think there are many institutes that offer scholarships but yes you can check with few private institutes. Or the other best option for you is to participate in singing and acting reality shows as these shows look for new talent and then groom them.
Also I would advice you to get a portfolio done and submit it in various Fashion houses, AD agencies and Modeling agencies, as AD and Modeling usually provides the platform for Acting in movies.

There are two stages of civil services which you need to clear: Preliminary & Main.
Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.
Mains: the preparation of Mains should start at least a year in advance. Just because you have to prepare for Essay, GS and the two optional you never get enough time (to prepare for all these) Further, it is on the basis of your performance in Mains, on which mainly depends the final outcome of your efforts. You should think about appearing in the Prelims only when you have had a strong grip over the Mains' subject matter.
