As you are interested in pursuing your MS in Mechanical from Germany, I would like to say that Germany is very much known for its technological advancements. Few good universities that you can look for are Hochschule Albstadt-Sigmaringen, RWTH Aachen University, Esslingen University of Applied Sciences, University of Applied Sciences Ingolstadt / University of Applied Sciences Landshut, etc.
The cost would be less as education in Germany is govt. funded and as a result you have to pay a very nominal fee.

there is no universities in US but a few in UK which do not require GMAT. The universities are University of Bournemouth and University of Staffordshire. However, both the universities require IELTS. It would be mandatory for you to take the IELTS. Also, i would like to let you know that there is a minimum work experience requirement of 2 years in these universities. Incase you do not have work experience, you cannot apply.

The most important thing which you should keep in mind while choosing your career field is your own interests and career aspirations. Being an MIS executive you can plan to get into Management degree programme. Otherwise as you are arts graduate there are other options as well like vocational courses like Mass comm. etc
