Join a good university and earn a professional mass communication degree with placement opportunity.
Manipal, Nitte, EFLU, Osmania, SIMC are good in masscomm in their own ways. Some don't even have entrance. Check the fees, ask about scholarships also and join any of these universities. Don't end up paying more for their overspending on infrastructure or equipment.

I would like to add here that before getting into any Institutes few of the things which you must keep in mind are: First and foremost the recognition of the Institute (the institute must be recognized by UGC or AICTE), the course curriculum and the study material, infrastructure, whether there is faculty or online support or not, last but not least Institutes reputation in the job market for which you should visit the institute.
For placements and pay package, it will also depend on how you perform in you Curriculum & prove yourself that you are capable for the Job in that Stream for a particular Company.

However as per my understanding, Civil Service exams are high intensity exams whereas MBA and MCA entrance exams are conducted merely to judge the level of graduates from respective domains.
