After completion of diploma in mechanical engineering, you are entitled for lateral admission to 2nd year in Aeronautical Engineering branch in any college but in your own state. However treating your diploma as equivalent to 12th, you can get admission in 1st year in IIT also.

There is not any fix percentage required for government jobs. The only essential requirement is that you just pass the exam with either 1st or 2nd or 3rd division in class 10th or 12th

It actually depends on which branch you are particularly interested in. If I have to generalise the no. of courses you are getting, then according to me, at 133 you will get all branches except in PCCOE, E and TC second shift in pictures, industrial or some last branches in VIT.
