r u confidant in any of the Server Side Operating System?
for what purpose u would like to do DBA?
wanted to go in network line?
wanted to get good job in higher end? am i right?
if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA. Because knowing LAN then u know about WAN will give u more advantage. After that u opt Oracle DBA So that u can become System Admin or Network Admin or Security Admin or Database Admin as well.
The combination of RHCE+CCNA+DBA will be good. After completing RHCE u will feel a lot of confidence as well.

Candidates who have passed Bachelor's Degree Examination in the faculties of Arts, Science, Social Sciences, Commerce and Management (under 10+2+3 or 10+2+2/10+1+3 pattern), Engineering, Medicine, Agriculture, Veterinary Science, Forestry and Music and Fine Arts from the University of Jammu or any other
statutory University in India registered with the Association of Indian Universities and have secured atleast 45% of the aggregate marks in the qualifying examination in case of general category.

In order to pursue your Phd. you need to submit your research topic along with the LOR to the relevant department for their consideration.
As you have asked this question under Germany, I would like to say that education in Germany is govt. sponsored, so there is a possibility that your entire research might get sponsored by the govt. if they like the research topic.
For more details, I would suggest you to get in touch with the DAAD officials. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
