The eligibility criteria for both M.Phil and Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research publications for the Ph.D programs.
Some also require work experience of a couple of years, so as per your query, I would suggest you to:
1. Shortlist the universities from where you wish to pursue Phd.
2. Once shortlisted you may then contact the admission department of these universities to know the exact eligibility criteria.

After completing B.Tech you have 2 options:
1.To opt for a job.
2.To opt for further studies (MBA, M.Tech etc)
However, as per your profile I would suggest you to work for 2-3 years and then opt for further studies.The advantage of this step would be:
- You will gain relevant work experience.
- After working you will know which course to pursue that can further enhance your career prospects, i.e. if you wish to build your career in technical field, then you may pursue masters in same or related fields, whereas if you are interested in management then you may pursue MBA.
- If you wish to pursue MBA, then this work experience would help you to decide which specialization to opt in MBA, that can further enhance your career prospects.
- The other advantage of work experience would be that during admission in MBA, you will have advantage over candidates with no work experience.
- Finally, if you work for some years then you may yourself manage the expenses for further studies.
As per your query regarding pursuing MBA from abroad, then please remember in order to pursue MBA from good universities abroad, you need to have atleast 2-3 years of full time work experience after graduation.
Besides work experience you also need to have good academic record, plus you need to take below mentioned tests:
1. GMAT.
2. TOEFL or IELTS.

For admission in DTU or PEC or any equivalent college, the lateral entry rules differ from one university to another.
Generally, to be eligible for lateral courses :
** You need to be a diploma holder in any engineering field.
** You should have scored a minimum aggregate pass mark as per the university rules.
