Since you have not mentioned any university name, i am going to share the general requirements with you:
1) You would be required to take the SAT and target a score above 2000 atleast if you want admission in a good university.
2) You would be required to take the TOEFL. The TOEFL is an English standardized test which has to be taken my all international students whose medium of instruction was not English.

Mr. Smith , eligibility of qualification for upsc is graduation from any university incorporated to state or central legislature or by the act of parliament or declared as deemed university. If your college for bped graduation under the university which abides by the above mentioned definition then there is no problem. So far my knowledge concern Min. 3 yrs. degree couse after 10+2 is required.
