There are plenty of institutes which provide distance education for MBA in India. Since you are in Navy you need to first find out preferably from the Navy authorities or their HR function if Navy has a knack of choosing MBA candidates from a particular university or institute. Often we find some clue and if it is there in your case you may instantly benifit in your careeer by choosing the same institute. Otrherwise I would suggest you Symbiosis at Pune becuae it often comes up with new specializations. You need to speak to them at their Pune office and find out if they have a specialization subjects specially for the uniformed men. There the 2 year course would cost you approx INR 40,000 to 50,000. They give the study material and the exams are online and so you may choose your exam centre and the dates which do not cause hurdle in your job.

Mass Comm. is broad field and has a lot to offer such as Journalism, Advertising, PR etc. where as visual communication is also a part of Mass Comm/ media. Well MBA after BA in Mass Comm will not be a wise idea unless you do it from a very good institute. But still as a friend I would suggest you to think over this decision again as changing field will make you start everything from the scratch because Mass Comm is a professional field which is not at all related to MBA which is more into management.
Keeping in mind your interest towards MBA, I would like to say that you can pursue it from many institutes but as a friend I would advice you to pursue it from a good institute by giving entrance exams like CAT, XAT, SNAP etc.
