Yes you can take admission.
If your diploma is of three years duration, then you can admission in B.Tech (CSE) 2nd year lateral entry.
In this way you will be able to finish your b.tech in 3 years only.
Apart for this you can take admission in B.Tech (Nanotechnology) 2nd year lateral entry.
For admission in B.Tech 2nd year lateral entry, if you are having more than 70% marks in 3 years Diploma you can take direct admission without entrance. Otherwise, for marks ranging from 50-69.99% you need to appear for NEAT-LE conducted by LPU.

A good advice would be not to laminate any of the property papers or important educational documents (US Visa consulate donot accept laminated papers for verficiation). You may put certificates in a plastic pouch and preserve. Even for passports and for housing loan from a bank, some authorities are found to refuse laminated papers and do not treat them as original and if so you will be in trouble!. Since delamination is risky and more troublesome it is advisable not to laminate your certificates. In case the authorities refuse to accept the documents as original, try to get a duplicate certificate issued for the purpose.
