Hi Mithoo,
Firstly I would suggest you to try with Government Universities, which have very economical fee structure, compare to other Private Institutes and Universities.
Few of the Institutes which you may check are FMS (Delhi University), GGSIPU, Mumbai University, Pune University, etc.
However, if you still can not go for a full time MBA program then opt for distance learning from a recognized University like IGNOU.

To prepare well for the Judicial Services, that is conducted by the UPSC the minimum eligibility is 55% marks in law graduate degree from a recognized University.
As for preparation is concerned, although there is time for you to apply for the UPSC exams, but then you can always brush up with your basic education in school i.e. 8th -12th all subjects as the CSAT (preliminary phase) shall check your aptitude on the same.
Also you may start working on your general knowledge and current affairs by going through different mediums like Newspapers, News, Journals, Magazines etc.

Incase you want to pursue a diploma, only then are you eligible to pursue this program in Canada. Incase you are looking for a degree, you would not be eligible because one has to have a 4 year UG degree to be eligible for a degree in Canada. There are many colleges like Seneca, Humber and many other community colleges that offer a diploma in international business management. You have to take the IELTS and score atleast 6.5 band score with a minimum score of 6 in each section to qualify.
