You must hold a Bachelors degree with exceptional academic grades. More than 75% is recommended. You must take your IELTS. At least 6.5 is recommended. Different universities have different requirements. If the program of instruction is German then you must know the German language. For job prospects through a foreign language is essential. Check university websites and also the DAAD website.

It depends on the college. If you are doing it from Calcutta University then it is good as CU has a good reputation, but not all colleges under CU has a good rapport.
