First thing is that if you have cleared the first year, then you may have a chance to change your college. If you have cleared the first year, you will not be able to change your college. Medical issues are common things as it can happen with anybody. So, it will not consider as a legal things.

Reva University, Bangalore is an autonomous college (deemed university). In India, most of the universities allow transfer between colleges affiliated to the same university or to a different branch of the same university in case of a deemed university (autonomous college) as all colleges or branches of the same university share the same syllabus. Therefore, Reva University doesn't have any option for transfer of students abroad as the college doesn't have any branch abroad. I hope this answers your question.
