Hi Akshay,
Congratulations on scoring 89.94 percentile in exams. This a decent score to get you into any of the above mentioned college. So all I would say that start preparing for GD and PI as in some college your score is just one among the other parameters to judge you and your GD and PI performance would be a major game changer.

No, you will have to clear your 10+2 first. No institute/university will give you admission without proper education documents. which you will receive only after completing your intermediate.

Since you have got good marks in chemistry, you can do B.Tech in petroleum. That is a good field for you, if you are good at chemistry also, it is trending and has a wide scope. Just go for the better IIIT's. VIT stands nowhere compared to the better IIITs. Some of the good IIITs are IIIT Hyderabad, IIIT Delhi, IIIT Allahabad, IIIT Bangalore. VIT is just an overrated university. It is a well-known fact for most of the engineering aspirants that if they do not get any college they will get VIT, Vellore by paying donation. VIT is just a money making university.

It is tough to say, yes. You will have to apply for lateral entry first. Either through state examination or colleges own exams. See, if they allow gap after Diploma. I would suggest reading the notification properly and then applying after confirming. Most boards don't allow for gaps in education unless an appropriate reason is provided.

Without any doubt, you can get admission in B.Tech in CSE in colleges through WBJEE rank. List of colleges you can go for:
1. Narula Institute
2. Guru Nanak Institute
3. Dr. Sudhir
4. Bengal Institute of Technology
You can also take admission through direct quota in UEM, Techno India University.

54% marks is less, and it would be difficult to get into PDM, as admissions are purely based on marks obtained in class 12th. You can still apply and take a chance.
