Hi Rich,
You can contact the concerned authorities of Himalayan University for the migration certificate. You will have to fill up a form with necessary details and submit some necessary documents along with a minimal fee to obtain the certificate. The university will be able to guide you better in this regard.

See, the problem is that an OBC certificate of students of other state is not valid in Bengal. You will have to be an OBC of Bengal to have the benefits. And, sorry to say but with this rank you will not get Heritage. But you there are many other colleges. You can try for them too. Thank You.

Yes, admission for sastra is 70% through JEE Mains + boards and rest 30% is from board merit. Moreover, for the 70% admissions, 75% are your JEE Mains marks weightage and 25% are your board marks weightage. Hence you are likely to get admissions with your better performance in Boards.
