Hi Ishita,
Almost all the colleges have maximum 5% reservation for Handicap students, However, as your percentage is not very high targeting Colleges like St. Xavier's, Mithibai etc. would be difficult but there are several other Arts colleges which you probably can opt for Colleges like Janki Devi College, Wilson College, K J Somaiya, Kishinchand Chellaram College, Hazarimal Somani College, Maharshi Dayanand College of Arts, Science & Commerce etc.
Try and apply to most of the government colleges as you may have better chances to get higher percentage of reservation chances there.

Why Are You Wasting your B.Tech Degree by Doing Journalism. if you want to do Journalism then why you have not done BA in Mass Communication after 12th . Better do M.Tech or MBa so that you can justify your Degree.
