Almost all the colleges have maximum 5% reservation for Handicap students, However, as your percentage is not very high targeting Colleges like St. Xavier's, Mithibai etc. would be difficult but there are several other Arts colleges which you probably can opt for Colleges like Janki Devi College, Wilson College, K J Somaiya, Kishinchand Chellaram College, Hazarimal Somani College, Maharshi Dayanand College of Arts, Science & Commerce etc.
Try and apply to most of the government colleges as you may have better chances to get higher percentage of reservation chances there.

If you wish to learn a foreign language, do not start with a mindset of its commercial importance. Start with how to love that language.Are you fascinated with the sounds of that language?Do you like the culture of that country?Are you impressed with the history and the past of that country?If not, then you will not be able to go deeper into that language.Try some other language.For example, if you are a lover of Urdu, you will surely love the rich Persian language, with its treasure of the Rub'aiyaat and the literature, and then you will also like Arabic.Similarly Russian is a vigorous language, spoken by people living even at -40 degrees C.They have a unique culture of Czars, communism ,KGB,Perestroika and Glasnost.IF you like all this and are interested and impressed by these, Russian is the language for you.The , you can even visit that Russia, and THEN think of utilizing that language in terms of commercial pursuits, not before that.
These days, many girls opt for French, not because they love the language that much, but because it it the trend.Maybe they are impressed by the French desserts, or whatever is printed in the A la Carte Menu in a five star hotel.Do not go for that mindset.Go by your interests & aptitude only.
