If both are regular courses, then it is not legally allowed. You can either take one regular and one distance course, or both distance courses.

I myself did my M.Tech from NIT and had friends in IITs and many other colleges. So, let me clear it for you. Placement scenarios for civil engineering is pretty much same everywhere, and it is the worst compared to other branches. IITs have much better record in this aspects, as they are consultants for many civil engineering firms. Placements are guaranteed and many professors have good tie up with industry giants. And, thus you will get job somehow even if it is not through placement cell. NIT stories are average and has tie up with industries and consultants to regional companies as well. Good, a wonderful college with best faculity and helpful students. It feels like we are at home when in college. Science department is one the best in DU.Very good college for girls in University of Delhi. Although it is away from south campus but it is popular and attracts the students for higher studies.

NITW is very much better than NIT-Rourkela in every discipline. I think NIRF ranking is not much reliable. NITW has got very good placement record even better than many new IIT's.

You have to explain, 34% marks in what? If you are saying, you only scored 34% in class 12th. Then, I think, you must have failed in class 12th. I hope, I am wrong with my prediction. The eligibility criteria to get admission in B.com is at least 50% marks in your class 12th. If you have achieved more than 50% marks, then you can definitely apply for B.com.

Faculties are very good.

Yes, you can apply. But, before applying in any university, check the university admission procedure for MCA. These universities conduct exam for lateral entry for MCA:
1- Dr. APJ Abdul Kalam Technical University, Lucknow
2 - Bharati Vidyapeeth University, Pune
3- Allahabad University, Allahabad
But, mostly reputed colleges like NITs do not provide lateral entries.

For SC, caste certificates made after 1st April 2017 are permitted. Maybe, you should make new certificate as soon as possible.
