HI Denila, it is not mandatory to know French for all the courses that one wants to study. There are courses taught in English and some courses are taught in English in first semester and training is provided by the college or univ for learning the language so that the students can complete the final sem in French.
So some prior knowledge of the language is always beneficial. Whether your course requires knowledge of the language or not will depend on which univ you apply to.
To pursue PhD you need to first prepare your research proposal and send it to the university. The research proposal must include a summary of the proposal and then the proposal in detail. You need to write the topic, reason for doing research, how the research will be beneficial to the community and the university, what is the different thing you are doing that hasn't been undertaken earlier. Also, include how you will progress during the research and the duration you might need to achieve the milestones you have set. If the university accepts your proposal you will be asked to send in your documents after which you will get the offer letter. Then meeting all the requirements you can begin with the visa process. To approach a University you must contact the dean or the professor at the University and ask them if there is any research going on. Because its always not mentioned on the University's website whether the research in your field of interest is going on or not.

In order to pursue MS in Canada you need to fulfill the below mentioned eligibility criteria:
Relevant undergraduate degree from recognized university, in 10+2+4 years of education pattern.
Good academic record throughout preferably 60% plus in graduation.
GRE score of 1100-1200 plus and TOEFL score of 80-90 plus or IELTS score of 6-7 bands plus.
Universities in Canada have 2 admission intakes in a year i.e. Fall (August) and Spring (January) Intake. So first of all you need to decide in which intake you want admission, and then accordingly start your application process at least 6-7 months in advance, it is always advisable to take GRE and TOEFL at least a year in advance of your planned admission intake. An average tuition fee at university in Canada is about CAN$ 20,000 per-year. The tuition fee and living expense might be more or less depending on the university and location.
