If same university, then you needs to go with their admissions policy. (where there are few universities doesn't permit to go for Dual PG, but only P.G.Diploma only)

Please remember all the universities in Canada and USA requires either IELTS or TOEFL score, both of these tests are mandatory for all the international students whose first language is not English.
So it is always advisable to take either TOEFL or IELTS if you wish to study in US or Canada.

The estimated score definitely is very low but then it does not ends there, as Mr. Raja MG has given a few good options, your son can definitely look for these or a few other courses which are more module based or creative fields like BCA, Animation and Multimedia.
Psychology too is a great career option, but for most of the institutes require a good score in the same but definitely this is a very much an eligible career option.
For anything in specific, I would suggest you to confirm the interests of your son and then can figure out the probability.

Thank you for asking this query.We do not know there is a special course on tax management of two years full time,where you can seek admission to the direct second year because you have completed a diploma in tax management.If a such course does exist ,please inquire if it is affiliated to the State University,recognised by AICTE.As far as my knowledge goes diploma courses are conducted by several institutes on a part time basis.
