Normally PhD is stipend program in UK. however when you apply with good research proposal you may get admission. they will not give you stipend because they will not be sure of your research level. To avoid this you can take up a one year research degree as MRes or Mphil or one more masters in the area of research you are looking for and then proceed to PhD.
