Hi Raghavender,
Choosing a specialisation would largely depend on your own interests and career aspirations. However, as you have an IT background both the specialisation are good for you.
IT Management is concerned with exploring and understanding Information Technology as a corporate resource that determines both the strategic and operational capabilities of the firm in designing and developing products and services whereas, Project Management is the discipline of planning, organizing, securing and managing resources to bring about the successful completion of specific engineering project goals and objectives.

After doing B com if you wish to change your field then you can only go for professional computer courses like networking, software development, software testing, website development or multimedia. Rest if you want to go for some degree programs the you cannot.

Every University has a different process to adhere to and it would be very difficult for us to talk about the policies in B.R Ambedkar open university, instead I would suggest you to contact the University to inquire about the same.

Hi,
Usually the universities DO NOT demand for your class 12th marksheets until you get an admission offer. They would give more emphasis to your percentage in BE.
If you have score relatively good in the BE, they would neglect your class 12th marks. However, if you want the university to completely ignore your class 12th marks, you should score very well in the GRE as well.
All the best!
Hope my answer has solved your query. If it has, kindly mark it as best answer.
