IGNOU is just an open University and Symbiosis is ranked among the best colleges for MBA in India.
The Symbiosis degree has a very high value and can get you a really good job with a decent salary.

Complete your Civil engineering and then you go for post graduation in one of the subjects of your choice (of civil engg branch). You can also do a course in Architecture. Apart form what Mr. Neeraj Gupta has rightly advised, I would add that you try to join a coaching institute or get study material from one of them to set yourself nicely on the track to study for UPSC exam. Also try to give state PSC exams which you give your practice & confidence to write such important exams.
