You might get into a tier -2 universities, if you had arrears (Backlogs) but have cleared them. However, if you have not cleared and still have arrears, its not possible to get admission.
Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are
Hochschule Albstadt-Sigmaringen,
RWTH Aachen University,
Esslingen University of Applied Sciences,
University of Applied Sciences Ingolstadt /
University of Applied Sciences Landshut,
etc.
Most of the universities have English as the medium of teaching.
For admission you might have to give GRE and IELTS / TOEFL.
Also education in Germany is government funded, there is a possibility that you might have to pay a minimal fee ranging from euro 140-500.
For more information on German Universities, I would request you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
If possible go for a German language course as it will help you find a part time job. A student in Germany can work 90 full days or 180 half days.

In regards to your question, whether there is any difference in Correspondence and Regular course, i would say it varies from one subject to the other also from one degree to the other. However in general a course through distance learning does not have as much value as the regular one so if you can do a regular course, it would hold a lot of importance and thus be a much better option.
The acceptability and recognition of a full time course is higher in industry and the long term career gains are good. Correspondence courses are ideally meant for those who are working and cannot leave their jobs to further their education. It is only to leverage ones experience and not so much as a stand alone degree. The employ-ability of a full time degree holder is the most and those with a distance education degree may face a drawback as far as employment options with MNCs are concerned. However, what is also relevant is your experience; skills and profile should match the profile needed for the job and organization. Thus it would be best for you to pursue a full time course.

It's unfortunate that you have not cleared your Engineering and have landed up a gap of 4 year after 12th which has delayed your graduation.
Due to your age factor, you cannot appear for JEE exams , however there are other architectural exams that you may apply through.
NATA is a compulsory Exam conducted by the Council of Architecture and most of the institutes /colleges accept only NATA scores. NATA is a test which only tests drawing and 3D interpretation skills and even students from humanities or commerce background can answer the exam.The exam does not test mathematics or science knowledge. The exam is conducted by the Architecture's Association and it helps you secure admission recognized by them and you need to apply to different institutes independently with the NATA scores. CEPT in Ahmadabad is one of the good college which accepts NATA scores.

You may opt for a Graduate certificate in Physics which will fall in your budget.
