Hi Sanjay!
Yes of course you can! you just have to manage your timings since both the courses need personal touch and hence are regular courses. You can pursue fashion design as a regular course and can take up singing on the weekends. There is no reason that you can't pursue both at the same time. It is all a matter of time management.

There are no pros and cons of starting preparation of MBA from the 2nd year of B.Tech if you can handle the studies without any problem. But if you cannot handle both these studies, you would lack behind with something or the other. So, if you can handle up your studies you can start the preparation from the 2nd year. It is good and if you can't then complete your B.Tech and then start your MBA preparations.

The USA is famous for its MS courses and offers top quality education. It stands out from the rest of the countries as it has at least 10 institutes in the top 15 institutes in the world. It will definitely be the best choice to pursue an MS. However, securing admission in MS is not easy and is expensive.
Job prospects for MS graduates from the US is on an all time high, as most companies require talented individuals working for them. My choice would be the US for an MS, however, you can explore other countries as well like Canada, and even India.
