Yes, you are eligible for NET exam. The SET and NET exams are held for the selection of candidates for lectureship and junior research fellowship. The difference between the NET and SET is that SET is eligible for state level universities hence called state eligibility test while NET qualified candidates are eligible for National level universities or colleges and stands for National eligibility test. With you having completed graduation already and now seeking career in aviation, I assume that you intend to become commercial pilot. The costing in India is anything between 20 to 40L. It would be generally more abroad. I could not find any flying school offering scholarships.
