I could tell you that Arena Chandigarh is one of the best and go read online about it. I could tell you to search the youtube for 'best 2d animation faculty' or 'best 2d animation institute'. However these are only some of the methods of shortlisting. There is no such authentic one list of institutes that i can give you. Although i can tell you that very few institutes have a serious 2D curriculum and teacher. You could do well to create a list of places you may want to learn at, whether they are in your city or not.
