To get admission in any engineering college, you will have to clear all your papers and have a valid mark sheet. So, you can't get admission this year unless you pass in all the subjects.

There is no need to repeat your 12th since you passed in all the subjects, you can prepare for the improvement examination next year along with your JEE preparation, this will save your 1 precious year and yes will be eligible for IIT-JEE.

Yes it is possible but NIFT entrance exam happens in the month of February every year. So you can definitely do B.Des from NIFT, it's just that you'll have to drop a year and appear for the exam next year i.e. February 2019.
