Hi, Admissions to various engineering colleges in Tamil Nadu are controlled by Anna University. TNEA or Tamil Nadu Engineering admission process is not examination for entry into engineering colleges. It's only a process through which a prospective students are expected to apply hence you also need to apply via TNEA as an outside state candidate for seeking admission in various colleges which are coordinated by Anna University. Remember admissions are on the basis of marks obtained in 12th only. Best wishes.

I am afraid what you are seeking appears to be almost impossible. This is so, since if you are going to appear in July 19 then results will be somewhere in August or September and by then admission procedures for almost all engineering colleges across India would have been over. I don't know about any universities or colleges offering such, but the tuition fees is waived off totally in case of Tuition fee waiver scheme in various colleges, which is a kind of scholarship. Only criteria is economically weaker section and a good score in entrance.
